lie bag to draw your attention to a seizure of 530 bags of illicit salt on board your Company's ressel, the "Kwai Sang" in the early hours of the 6th. instant.
Aoting on information received to the effect that the "Kwai Song" was carrying contraband salt, members of the Yangtze Preventive Service search-party went on board the vessel and found the above mentioned number of bags of muggled salt in the engine room. The ælt was seized and removed, and is now held by the Yangtze Preventive Service.
In accordance with instructions from the Ministry of Finance when a vessel is found to be carry- ing illicit salt as part-cargo; that is to say, when the vessel is not obviously employed wholly and solely for the convey nee of muggled salt, we seize the contra- band salt and levy a fine of $5.00 per pioul.
